In the US Army, "Private" is a junior enlisted rank, with "Private, Second Class" (PV2) being the second-lowest rank. A PV2 is typically promoted to Private First Class (PFC) after four months in rank and 12 months in service. "Combat Veteran" refers to a soldier who has served in combat operations and is a term of respect. "Flat" in this context is not a recognized term in the context of the US Army, so it's likely meant to be a stylistic choice.
